The human rights organizations and victims of Extrajudicial Executions wrongly called “False Positives” grouped in the Strategic Lithium Space – ELE reject the participation of Mr. MARIO MONTOYA URIBE in the commemoration ceremony held last Sunday, November 28 at the facilities of the Military Cadet School, on the occasion of the fiftieth anniversary of the National Army Cadet Course “FRANCISCO DE PAULA VÉLEZ CARBONELL”. 

The State victims do not cease to be surprised by the acts of re-victimization that constitute each aggression promoted by the institutions. The Congress of the Republic promoting highly questioned officers to the highest ranks of the military hierarchy, and the military forces themselves encouraging and ignoring serious allegations such as those against retired General MARIO MONTOYA URIBE, extolling and vindicating his image as if he was a hero of the country. 

We recall that since 2020, the victims and human rights organizations have been requesting the exclusion of General (R) Mario Montoya Uribe, who was admitted to the Special Jurisdiction for Peace in October 2018, for 2 429 cases of extrajudicial executions documented by the Attorney General’s Office and referred to the transitional justice system, which were committed under his command when he was commander of the Army between March 2006 and November 2008. The exclusion is requested because it is considered that the former General’s participation in the Transitional Justice has been a mockery and a fraud to the truth, which constitutes a violation of the conditionality regime. 

Therefore, we deeply reject the participation of Mr. MONTOYA URIBE in all types of public acts, but especially in military scenarios in which he is leaving a message of IMPUNITY, and thus undermining guarantees of NON-REPEATMENT.  

We therefore appeal to the wisdom of the judicial authorities, in particular, to the Special Jurisdiction for Peace to immediately take the appropriate precautionary measures to put an end to behavior such as that denounced here.
