Youth leaders participating in the social mobilizations carried out in the department of Boyacá during the #ParoNacional2021 are arrested.
Colombia, November 22, 2021. In the morning hours, multiple raids and execution of arrest warrants were carried out for several young leaders and participants of the social mobilizations developed in the department of Boyacá, among them are: Sergio Forero, candidate for the youth council of Paipa; Iván Ayala, youth leader; Julián Barón, member of Colombia Humana, environmental leader and candidate for the youth council of Paipa; and Human Rights defender Juliana Andrea Higuera Quintero, who actively participated in work of the Verification and Intervention Commissions – VIC during the National Strike (Paro National) of 2021.
Juliana is also a member of the Human Rights Committee of the UPTC, and a member of the Human Rights Network of the Social Corporation for Community Counseling and Training COSPACC, who work actively in the accompaniment of victims of extrajudicial executions and forced disappearances in Boyacá and Guaviare. She also actively participated in the first National Meeting of Victims of Police Violence “Building Memory and Dignity” held on November 19 and 20 in Bogotá.
In the framework of her human rights defense, Juliana Higuera publicly denounced before the official judicial authorities, acts of persecution and social criminalization by the police in the municipality of Paipa, Boyacá, as well as acts of harassment and violence exercised by public servants against her.
The detained leaders are accused of belonging to the “Grupo Radical Organizado los Escuderos”; however, this is the first known mention of this group, which allows us to warn about irregular arguments in the raids and detentions.
WE REQUEST
The National Government to cease the criminalization of those who actively participate in social protest scenarios and to protect the exercise of political opposition and the guarantee for the defense of Human Rights.
The Attorney General’s Office to respect all procedural rights of detainees, as well as the guarantee of legal assistance and technical legal advice.
The Public Prosecutor’s Office to verify the physical, emotional and humanitarian conditions in favor of the intervention for the protection of all human rights of detainees.
Finally, we call on the international community, the IACHR and the Inter-American Human Rights System to provide follow-up and accompaniment to the detained human rights defenders, leaders and social leaders, with special attention to the human rights defender Juliana Higuera.
