PEASANT HUMAN RIGHTS NETWORK OF PUTUMAYO, PIAMONTE CAUCA, COFANÍA JARDINES DE SUCUMBÍOS IPIALES – NARIÑO

PUBLIC COMPLAINT 

The Forced Eradication and Terrestrial Fumigation campaigns, in compliance with a Ministerial and Presidential Order, are leaving children injured in their wake, again in Putumayo. 

FACTS: 

A minor from the Embera Resguardo La Italia indigenous community, in the municipality of Puerto Asís, on the border with the municipality of Valle del Guamuez, was shot in the left arm, apparently as a result of the disproportionate actions of the security forces (anti-narcotics police) opening fire in the midst of the community and the peasant and indigenous homes, in violation of the Human Rights and international humanitarian law. This could become a possible crime of attempted murder against the community. 

The minor is in serious condition. He was indeed looked after, but that his arm is quite affected. 

WE DEMAND:

• Investigation and administrative actions against the person in charge of the Antinarcotics Police, present and protagonists once again of these unfortunate and outrageous events.
• To surround, accompany and support the wounded minor and his family, victims of these acts of war, due to the nefarious policies of the State.
• Installation of scenarios for dialogue and discussion, where the peasant communities, entities, and public forces achieve the effective substitution of the illicit use of coca cultivation.

Given the seriousness of what has happened and what has been denounced here, we ask the offices responsible for ensuring human rights, and the effective enjoyment of rights for the inhabitants of the region, to identify real mechanisms for prevention, protection, and guarantees of non-repetition, taking into account that these are systematic actions, and that they are part of a list of cases in impunity.
